Inter Milan's New Stadium Deal: An 85,000-Euro Investment Breaks Political Stalemate
During Inter Milan's championship celebration, their Financial CEO and stadium project head Alessandro Antonello made a significant announcement: "A modern stadium is crucial, and Milan deserves it. Inter is currently awaiting modifications to the Meazza Stadium redevelopment plan, while the scheme for the Rozzano area is well under control." Just a day later, Inter received another crucial announcement. Previously, Inter had secured the right of first refusal for a stadium construction site in Rozzano, which was set to expire on April 30. However, the landowner and the Rozzano municipality granted Inter an extension until January 31, 2025, at a cost of 847,000 euros. This official announcement revealed the intricate negotiations behind the scenes.

Since Inter incorporated the target of having a new stadium operational by the 2028-29 season into their official plans, the hierarchy of their stadium project options shifted. Initially, Plan A was to refurbish the Meazza Stadium, minimizing relocation and disruptions. Plan B involved purchasing land in Rozzano on a 99-year lease to build a new stadium and leave the San Siro district. However, after enduring years of bureaucratic obstacles from the Milan municipal government, Inter has now prioritized the Rozzano plan as Plan A, making the non-relocation option Plan B. AC Milan has similarly adopted a relocation-first strategy. The Rossoneri have already invested 40 million euros, 30% from their funds and 70% from financing, to secure land in San Donato as the initial capital for their new stadium project. Nevertheless, they face obstacles related to land ownership disputes and opposition from populist officials citing environmental concerns. Aware of the inherent difficulties in constructing a stadium in Italy, AC Milan has demonstrated a strong resolve to overcome these challenges.

For a decade, Milan's two clubs have struggled with the issue of the outdated Meazza Stadium. Both clubs are determined to proceed with their new stadium projects. In this context, the Milan municipal government, which has consistently obstructed the renovation of the Meazza Stadium, is now genuinely concerned. The city council and mayor have proposed a series of supposedly generous new plans to persuade the two clubs to stay. Politicians have painted a rosy picture, claiming to have made substantial concessions and offered numerous benefits. They have portrayed the situation as if AC Milan and Inter would be ungrateful to move away after receiving such favorable terms. However, the feedback from officials of both clubs, including Antonello, after reviewing these proposals and holding multiple meetings with the city council, has been one of disappointment, labeling the offers as empty promises.

It seems the true intention of the Milan municipal government is not to support the clubs in increasing their matchday revenues and competitiveness against English, Spanish, and German clubs, but rather twofold: first, politicians prioritize votes over solving real problems. In Milan, many residents, institutions, and local fans are against the two clubs relocating. Politicians are creating a facade for media attention without making real concessions. Second, they are employing delay tactics to disrupt the clubs' new stadium construction schedules. The hope is that if the preferred plans (Plan A) of both clubs fail, they would be left with no choice but to remain at the Meazza Stadium, becoming tenants who pay rent. This delay tactic would have been particularly detrimental to Inter: if they had failed to secure their right of first refusal for the Rozzano land by April 30, the city council’s strategy would have succeeded.
The recent announcement shows that Inter has retained their primary plan and has not succumbed to the delay tactics, thus avoiding a passive position. However, retaining the right of first refusal for the stadium site does not equate to securing a 99-year lease or usage rights for the land. To genuinely begin construction in Rozzano, Inter must raise tens of millions of euros as initial funding and, like AC Milan, find financiers for the new stadium project, which is a massive undertaking worth over 800 million euros. Achieving this requires Inter to fully commit to abandoning the Meazza Stadium plan.
This announcement grants Inter over half a year to prepare and organize. If the Nerazzurri wish to have their self-operated stadium ready for the 2028-29 season, numerous challenges remain. Nonetheless, maintaining hope is always a positive step.
The commitment to constructing a new stadium reflects Inter’s broader vision for the future. A state-of-the-art facility is essential not only for improving matchday revenue but also for enhancing the overall fan experience, increasing the club’s global brand value, and providing a modern environment that meets UEFA’s highest standards.
